New rules will be implemented to improve safety and information at road works, the Department for Transport (DfT) has announced.
All road works taking place will require clear signage and have to meet stricter rules on safety.
Utility firms conducting road works already have to provide substantial information at the site of the works such as a contact telephone number and details of who the work is being carried out by as well as having to meet high safety standards.
Under the new regulations, councils will also have to adhere to these rules when carrying out their own work.
Tougher safety standards with regards to disabled people will be enforced by the DfT, transport minister Sadiq Khan, said.
Sites will have to be properly protected with facilities in place to allow wheelchair users to move around them easily.
At the beginning of the month, a consultation took place on the penalties that should be imposed when road works overrun.
Charges for prolonged road works are expected to be increased where they have caused delays on traffic-sensitive roads.
